CITY OF KEYSVILLE, GEORGIA
Sealed proposals will be received by
City of Keysville, Georgia at the City
Hall, 120 Old Waynesboro Road,
Keysville, Georgia 30816 until 2:00
p.m. local time, Friday July 8, 2022
at which time and place they will
be publicly opened and read. No
submitted bid may be withdrawn
after the scheduled closing time for
receipt of bids for a period of sixty
(60) days.
All Bidders must have a State of
Georgia Utility Contractor License
and must employ a state „Utility
Manager‰ certificate holder who will
have oversight of all the work. All
bidders must have a state of Georgia Well Drillers License and be a
member of the Georgia Well Drillers
Association.
The work to be done consists of
furnishing all materials, equipment
and labor for the construction of:
Constructing one (1) 150-gpm gravel
pack water supply well and well
house, yard piping, and all appurtenances, with additional alternate
for modifications to the existing
chemical building.
Time allotted for construction is
180 consecutive calendar days for
substantial completion and 210 days
for final completion.
Proposals for the complete work in
one general contract shall be made
on the proposal form provided and
shall contain prices in words and
figures for the work bid on.
All proposals shall be accompanied
by a Bid Bond drawn in favor of the
City of Keysville, in the amount of
at least 10% of the lump sum bid
for the complete work; such Bid
Bond representing that the Bidder,
if awarded the contract, will promptly
enter into a contract and furnish Performance Bond and Payment Bond
as provided by law and approved by
the Attorney for the City of Keysville.
Each bond shall be equal to 100%
of the contract amount. The Bid
Bond shall be forfeited to the City
of Keysville as liquidated damages
if the Bidder fails to execute the
contract and provide Performance
and Payment Bonds within 10 days

ENGINEERING SERVICES
The City of Waynesboro is seeking
an engineering firm or individual
engineer to provide engineering and
design services and construction
management for its American Rescue Plan Act of 2021, Coronavirus
State Fiscal Recovery Fund (SFRF),
Water and Sewer Infrastructure
Award for Wastewater Treatment
Plant Upgrades. These funds were
allocated to Georgia as part of its
share of the SFRF.
Responding firms should be technically qualified and licensed to
provide the design and inspection
services for local state and federally
funded projects including engineering services and programs.
Procedures for selection of an individual/ firm will be in accordance
with the RFQ package and local
procurement requirements, as well
as the requirements of Procurement Standards in Title 2 C.F.R.
§§ 200.317– 200.327, Uniform
Administrative Requirements, Cost
Principles, and Audit Requirements
for Federal Awards, and applicable
subparts and within the grant managements system administered by
the GovernorÊs Office of Planning
and Budget (OPB), Georgia Grants.
The City reserves the right to request additional information from
any consultant submitting under this
RFQ if the City deems such information necessary to further evaluate
the consultantÊs qualifications. The
City reserves the right to interview
any consultant submitting under this
RFQ. The City reserves the right to
waive informalities and minor irregularities in submittals and reserves
the sole right to determine what
constitutes informalities or minor
irregularities. Consultants shall be
responsible for all costs associated
with consultantÊs submittal.
The City reserves the right, in its
sole discretion, to reject all submissions, reissue a subsequent RFQ,
terminate, restructure or amend
this procurement process at any
time. Evaluation criteria contained
herein shall be used in evaluating
qualifications. The City may contact
any consultant after receiving its
submittal to seek clarification of any
portion thereof. The City reserves
the right to request additional information from any consultant if
the City deems such information
necessary to further evaluate the
consultantÊs qualifications. In the
event the City elects to negotiate a
contract with a selected consultant,
the City reserves the right to negotiate such terms and conditions of the
contract, including, but not limited
to scope, role, price, and staffing
which may be in the best interests
of the City.
All qualifications will be evaluated
in terms of project approach, timing, experience, quality of work,
and capacity of performance. Past
performances on local government construction projects will be
assessed in terms of timeliness,
completing work within budget, and
quality of work.
