Longtime county employee killed in early morning crash

A Burke County Roads and Bridges employee was killed Wednesday, Jan. 30, in an early morning collision on Highway 24 South.

William Proctor, 79, of Waynesboro was identified as the casualty of the crash, which involved a second vehicle and three other people.

According to a report from the Georgia State Patrol, Proctor was traveling along Highway 24 in his work truck when he attempted to make a left turn onto Brown Mobley Road around 7:42 a.m. and was struck by another vehicle driven by Jason Skinner, 29, of Sylvania. Proctor was transported to Burke Medical Center where he was pronounced dead from his injuries. Donald Wynn, 62, a county employee who was a passenger in the truck, was transported to Augusta University Medical Center and was treated for non life threatening injuries.

Skinner, and his 8-year-old passenger, were not transported and “appeared to be doing fine” according to a report from the Burke County Sheriff’s Office.

The troopers’ investigation revealed that Proctor’s vision was obscured by the rising sun and that he did not see the vehicle driven by Skinner approaching. Both witnesses on the scene reported to authorities that the sun was blinding their vision just prior to the crash.
