REQUEST FOR RELEASE OF
FUNDS
On or about June 5, 2017, the
City of Waynesboro will submit a
request to the Georgia Department
of Community Affairs (DCA) for the
release of Community Development
Block Grant funds under Title I of the
Housing and Community Development Act of 1974, as amended, to
undertake a project known 2016
CDBG Multi-Activity Revitalization
Area Project PHASE II to make
improvements to water, sewer,
street and flood and drainage, and
reconstruction of 4 substandard
owner-occupied housing units. The
target area contains Tucker Avenue,
Cates Avenue, Hillhouse Street, and
the Housing Authority on Chaucer
Street for a total of $877,500.00.
FINDING OF NO SIGNIFICANT
IMPACT
The City of Waynesboro has determined that the project will have
no significant impact on the human
environment. Therefore, an Environmental Impact Statement under
the National Environmental Policy
Act of 1969 (NEPA) is not required.

PUBLIC COMMENTS
Any individual, group, or agency
may submit written comments on
the ERR to the Mayor of Waynesboro, Greg Carswell. All comments
received by June 2, 2017 will be considered by the City of Waynesboro
prior to authorizing submission of a
request for release of funds. Comments should specify which Notice
they are addressing.
ENVIRONMENTAL CERTIFICATION The City of Waynesboro certifies
to the DCA, that Greg Carswell in
his capacity as Mayor, consents to
accept the jurisdiction of the Federal
Courts if an action is brought to
enforce responsibilities in relation
to the environmental review process
and that these responsibilities have
been satisfied. DCA’s approval of
the certification satisfies its responsibilities under NEPA and related laws
and authorities and allows the City of
Waynesboro to use program funds.
OBJECTIONS TO RELEASE OF
FUNDS
The DCA will accept objections to
its release of funds and the City
of Waynesboro’s certification for
a period of fifteen days following

the anticipated submission date
or its actual receipt of the request
(whichever is later) only if they are
on one of the following basis: (a)
the certification was not executed
by the Certifying Officer of the
City of Waynesboro; (b) the City of
Waynesboro has omitted a step or
failed to make a decision or finding
required by HUD regulations at 24
CFR part 58; (c) the grant recipient
or other participants in the development process have committed
funds, incurred costs or undertaken
activities not authorized by 24 CFR
Part 58 before approval of a release
of funds by DCA; or (d) another
Federal agency acting pursuant to
40 CFR Part 1504 has submitted
a written finding that the project is
unsatisfactory from the standpoint
of environmental quality. Objections
must be prepared and submitted
in accordance with the required
procedures (24 CFR Part 58, Sec.
58.76) and shall be addressed to the
Georgia Department of Community
Affairs at 60 Executive Park South,
N.E., Atlanta, GA 30329-223. Potential objectors should contact the
DCA to verify the actual last day of
the objection period.

Burke County
“In accordance with Georgia House
Bill 1028, effective 7/1/16, Burke
County makes the following public
notification to residents of Waynesboro, GA and Burke County regarding the Burke County - Clark Road
Landfill, Permit No. 017-002D(SL),
located on Clarks Place Road, approximately halfway between Bates
Road to the north and Georgia
Highway 24 to the south. Cobalt
and Methylene Chloride have been
detected in groundwater at levels statistically significant above

background concentrations and
above appropriate groundwater
protection standards. Because the
constituents have been detected
near the permitted facility boundary,
a potential release from the facility may have occurred. It is noted,
however, that the County owns the
adjoining land and, therefore, the
potential release may not have
migrated beyond county-owned
property. Burke County’s response
will include first verifying if a release
is indicated and, if so, defining the
extent of the potential release and
developing appropriate remedial
measures. For a copy of the most
recent groundwater report for the
facility please contact Ralph Hankerson with Burke County Solid

be provided at a nominal fee.”
