Sealed proposals will be received by TOWN
OF GIRARD, GEORGIA at Town Hall, P.O.
Box 10 or 150-B Brigham Landing Road,
Girard, Georgia 30426 (only shipping
packages are received at street address) until
2:00 P.M. local time, TUESDAY,
SEPTEMBER 8, 2015 at which time and
place they will be publicly opened and read.
No submitted bid may be withdrawn after the
scheduled closing time for receipt of bids for a
period of ninety (60) days.
Work to be done: The work to be done consists
of furnishing all materials, equipment and
labor for the construction of: Repairing and
repainting one (1) 100,000-gallon elevated
drinking water tank located off of Brigham
Landing Road. The interior of the tank shall
be cleaned, blasted, and repainted. The
exterior of the tank shall be cleaned, spot power
tool prepared and painted. Repairs include
tightening bolts and rods, replacing the roof
vent screen, installing interior ladders, exterior
ladder guard, access hatches, safety cable
guides and other repairs. Time allotted for
repair and repainting is 90 consecutive
calendar days.
Proposals for the complete work in one
general contract shall be made on the proposal
form provided and shall contain prices in
words and figures for the work bid on.
This project is funded by a Community
Development Block Grant. The work to be
performed under this contract is on a project
assisted under a program providing direct
Federal financial assistance from the
Department of Housing and Urban
Development and is subject to the
requirements of Section 3 of the Housing and
Urban DevelopmentAct of 1968 as amended,
12 U.S.C. 1701 U. Section 3 requires that to
the greatest extent feasible opportunities for
employment and training be given to the low

A PRE- BID MEETING will be held at Town
Hall, 150-B Brigham Landing Road, Girard,
Georgia 30426 on AUGUST 25, 2015 at 2: 00 P. M. in which Section 3 preferences and
compliance will be discussed. Bidders are
encouraged to attend, but attendance is not
mandatory in order to submit a bid.
All proposals shall be accompanied by a Bid
Bond drawn in favor of TOWN OF GIRARD,
GEORGIA, in the amount of at least ten
percent (10%) of the lump sum bid for the
complete work; such Bid Bond representing
that the Bidder, if awarded the contract, will
promptly enter into a contract and furnish
Performance Bond and Payment Bond as
provided by law and approved by the Attorney
for TOWN OF GIRARD, GEORGIA. Each
bond shall be equal to one hundred percent
(100%) of the contract amount. The Bid Bond

shall be forfeited to TOWN OF GIRARD,
GEORGIA as liquidated damages if the Bidder
fails to execute the contract and provide
Performance and Payment Bonds within ten
(10) days after being notified that he has been
awarded the contract.
