Mayor declares Spay Day The City of Waynesboro has joined the nation in declaring next Tuesday, Feb. 26 "Spay Day USA." Mayor George DeLoach signed off on a resolution yesterday (Tuesday), calling on Waynesboro residents to observe the day by having their cats and dogs spayed or neutered or by sponsoring the same for someone else's pet. According to the resolution, dealing with pet overpopulation is a heavy burden on taxpayers -  and one that could be drastically reduced by spaying and neutering.
